CIRS and Taiwan CTI Signed Strategic Operation Agreement

24 Dec. 2019, Chemical Inspection and Regulation Service Limited reached stragetic cooperation with CTI Taiwan. According to the Agreement, CTI Taiwan will serve as the TPR to help CIRS provide chemical substance registration service to related enterprises while CIRS will help CTI Taiwan provide global chemical substance registration service to exporting enterprises in Taiwan.

Taiwan TCSCA: Under Item One of Article Seven, for the purpose of compiling necessary information of chemical substances for national sound chemical management, those that manufacture or import existing chemical substances with quantities reaching specific amount each year shall apply to the central competent authority for chemical substances information registration by the designated deadlines; those manufacturing or importing new chemical substances shall apply to the central competent authority for chemical substances information registration 90 days prior to commencement of manufacturing or import. Manufacturing or import of said existing and new chemical substances shall only be allowed when the registration is approved.

Occupational Safety and Health Act (OSHA): Under Article Thirteen, manufacturers or importers should provide safety evaluation report of the new substances to the competent authority and complete the registration before they manufacture or import those new substances.

Regulation on the Registration of New and Existing Chemical Substances (TCSCA Sub-regulation): Formally took effect on 11 Dec. 2014;

Administrative Measures for Registration of New Chemical Substance (OSHA Sub-regulation): Formally implemented on 1 Jan. 2015.

Regulation on the Registration of New and Existing Chemical Substances (Amended Version): Formally took effect on 11 Mar. 2019;

Designated Existing Substances subject to Standard Registration (Phase I): Submit Registration Dossier from 1 Jan. 2020;

  • Natural person, legal person, unincorporated body with a representative or manager, administrative authority or any other entity that may be subject to rights and obligations as prescribed by law (Generally Taiwan importers and manufacturers).
  • Registrants may also entrust TPR to apply for registration. TPR must be local natural person, legal person, institutions or organizations established according to law.
  • New Chemical Substance Registration (TCSCA; OSHA): small amount registration, simplified registration, standard registration.
  • Existing Substances (TCSCA): pre-notification, standard registration.
