CIRS Webinar Plan from Jan to Feb 2021: Cosmetics and Disinfectants

Since the release of the Cosmetics Supervision and Administration Regulations (CSAR, State Order No. 727) on June 29, 2020, a series of draft secondary regulations, including ’Management Measures for Cosmetics Registration (Draft for Comments)’, ‘Management Measures for the Supervision of Cosmetics Production and Operation(Draft for Comments)’, ‘Technical Guidelines for Cosmetic Safety Evaluation(Draft for Comments)’, ‘Cosmetics Classification Rules and Classification Catalog (Draft for Comments)’, ‘Guidelines for the Evaluation of Cosmetic Efficacy Claims(Draft for Comments)’, ’Administrative Measures for Cosmetics Labeling (Draft for Comments)’, ‘Measures for the Supervision and Administration of Toothpaste (Draft for Comments)’, ‘Specifications for Cosmetics Registration and Filing Materials(Draft for Comments)’, ‘Specifications for New Cosmetic Ingredients Registration and Filing Materials (Draft for Comments)’, ‘Evaluation Standards for Cosmetic Efficacy Claims (Draft for Comments)’, etc, have been launched. Based on the Cosmetics Supervision and Administration Regulations, new regulations and requirements will become a major change in the cosmetics industry, involving the classification management system of cosmetics and new raw materials, the scope of responsibility and qualification requirements of cosmetics and new raw material applicants and domestic responsible persons, pre-market registration and filing requirements and post-market surveillance approach of cosmetics and new raw materials, cosmetics safety evaluation, efficacy evaluation and labelling requirement, etc. The new regulations indicate that the government will focus on strengthening the safety and efficacy management of cosmetics through the safe use info of full ingredients in cosmetics, safety evaluation, labelling and efficacy evaluation. Meantime the new raw materials will be managed depending on the degree of safety risk. Compared with the current registration requirements of new raw materials, more registration and filing materials are requested under the new regulations. The government focuses on simplifying the approval process of the filing of new cosmetic ingredients without the high safety risks, and strengthening the monitoring of risk during the monitoring period of new cosmetic ingredients.

The implementation of this series of new regulations will have a profound impact on the entire cosmetics industry. Based on the current level of China’s cosmetics industry, there is still a big gap to meet the requirements of the new regulations. How to balance the dilemma of survival and development of enterprises will depend on the transition period and the corresponding treatment to solve the upcoming problems that will be faced such as the standards and cycle of establishing or upgrading the software and hardware configuration of the enterprises, the period from the release of the new testing method to the lab acquiring the qualification of test, management of marketed cosmetics approved under the old regulation once the new regulation come into force, etc.

Faced with a series of draft secondary regulations that have not been implemented, personal and home care division team of CIRS group launches a series of webinars for enterprises to introduce the main contents of abovementioned new regulations so as to help the enterprises better understand the new regulations and make a preparation in advance.

Disinfectant

The COVID-19 epidemic has still not been effectively controlled, and the normalization of epidemic prevention has increased continuously the demand for disinfection products. In order to meet the current market demands for disinfection products and establish a more complete regulatory system, the State Administration for Market Regulation and the Standardization Administration of China issued a series of mandatory standards for the requirements of disinfection products on April 9, 2020, including GB 38850-2020 List for materials and restricted substances in disinfectant, GB 27952-2020 General requirements for ordinary objects surface disinfectant, GB 27950-2020 Hygienic requirements for hand antiseptic agents, etc., that detail the notes for the filing of disinfection products under the current epidemic situation and make the registration requirements of disinfectant products clearer. On September 3, 2020, GB 38850-2020 List for materials and restricted substances in disinfectant (1ST Amendment list) was released to revise some details of the disinfectant raw material standards. It is shown that the government has gradually strengthened and standardized the management of disinfection products.
