In 2023, the National Health Commission of the People’s Republic of China (NHC) issued five announcements (No. 1 of 202 3,No. 3 of 2023,No. 5 of 2023,No. 8 of 2023,No. 10 of 2023) regarding “Three New Foods”, approving a total of74products. Among these,29 are new food-related products, including those with an expanded use.

Furthermore, according to the official website of NHC and the China National Center for Food Safety Risk Assessment (CFSA), throughout 2023:
- 31 applications for new food-related products were officially accepted;
- 16 new food-related products were issued for public comments (including those with expanded scope of use); and
- 19 new food-related products accepted in 2021, 2022 and 2023 were issued a rejection decision.

CIRS opinion
It can be known through our analysis that a total of 31 new food-related products were accepted in 2023, showing an increase compared to the year 2022 with 24 accepted. Additionally, 16 products were issued for public comment. Except for one resin with an expanded scope of use issued for public comments on November 3, 2023, the remaining products have all been granted official approval.
Examining the time required at various stages of the application process, it is apparent that the application period for the majority of products ranges from 1 to 1.5 years. Furthermore, it took only around 8 months for several new products to complete the process from being accepted to being officially approved. This indicates that with thorough preparation of application dossiers, comprehensive research on safety, and a clear understanding of the application stages, the time required can be significantly shortened.
